MINUTES OF THE MEETING HELD

8th March 2023

 

Present: Cllrs Bailey (Chair); Powis; Gibson; Challis; Dransfield; Gilpin & Young

There were no members of the public.

 

68           APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Cooper, Leonard, Millburn and Start.  Cllr Leonard also submitted her resignation and it was agreed to send a letter of thanks to her.  Reasons for absence were approved.

69           DECLARATIONS OF INTEREST

                Cllr Bailey declared a personal interest in item relating to South Thoresby Quarry and roads.

70           MINUTES OF THE MEETING HELD 11th JANUARY 2023

                It was resolved that these be signed as a correct record.

71           UPDATE

                Query on the bench removed from the Warren, it was noted that it had been removed by Lincolnshire County Council and would be replaced by LCC.

72           DEFIBRILLATOR UPDATE

                The Clerk confirmed funds of £100 had been received from South Ormsby Estate, and a remittance slip of £300 received from ELDC from Cllr Grist.

                It was confirmed that Swaby Fund was to donate £600, Cllr Gibson to donate £100 from his farming company; £300 pledged from the Village Hall and it was hoped that a further donation of £250 would be forthcoming from a local farmer.  This made a total potential available of £1650 in pledges.

                Discussion followed on purchasing, and it was resolved that the Clerk look to purchase a defibrillator and cabinet with installation once all funds had been received.  Clerk to contact Swaby Village Hall to discuss fitting location and electricity supply, potentially to use electrician used by them.

73           ANNUAL LITTER PICK

                It was agreed that the dates for the Swaby and South Thoresby litter picks be 12th April (6.00pm) for Swaby, meet at the Village Hall and 11th April for South Thoresby  (6.00pm) met at the bus shelter.  Cllr Bailey has 8 pickers and hoops.  Clerk to arrange with ELDC for bags to be collected from both locations afterwards.

74           ROADS, SOUTH THORESBY AND QUARRY AREA

                Cllr Bailey circulated e mail trail sent to LCC Cllr Marfleet regarding the condition of the roads in the area and was awaiting a response.  Discussion on responsibility for cleaning road and liability should there be an accident.  It was noted that temporary “slippery road” signs were in situ.  Discussion followed on viability of a complaint being submitted by an individual for non action on the part of LCC Enforcement regarding wheel wash, and it was felt the Ombudsman would only act if procedures had not been followed.

75           SOUTH THORESBY QUARRY

                This was dealt with under minute 74 above.

76           FINANCIAL

                It was resolved that the following accounts be paid:

                Clerks Salary & PAYE (Feb/March & back pay)                                      £477.84

                Hire Swaby Village Hall (22/23 year)                                                        £  75.00

                Clerks Expenses (22/23 year)                                                                      £  20.90

                Reissue cheque to Swaby Church Council                                               E165.00

77           CORRESPONDENCE

                Letters of thanks for grants received from Village Hall Committee, South Thoresby Church, Swaby Church.

78           PLANNING

                There were no applications.

                Decision N173/2385/22 – Meagram House – domestic wind turbine – conditionally approved (to be in accordance with plans; turbine to be removed when redundant or disused).

79           ANY OTHER MATTERS

                Nomination papers for election were handed out to members.

80           NEXT MEETING

                This was scheduled for 17th May 2023 – being the Annual Parish Meeting and the Annual Council Meeting.

81           CLOSED SESSION

                It was resolved that the Council move into Closed Session to discuss the following item, and the Clerk left the room.

82           CLERKS CONTRACT OF EMPLOYMENT

                This was discussed and agreed.
