MINUTES OF THE MEETING
HELD 6th JULY 2022
Present: Cllrs Bailey (Chair); Millburn, Leonard, Powis, Cooper, Start & Gibson

There were no members of the public.
14 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Dransfield and Daniels.
Cllr Grist (ELDC) also sent his apologies
15 DECLARATIONS OF INTEREST
Cllr Bailey declared a personal non pecuniary interest in the item regarding the Quarry (minute 20)
16 MINUTES OF THE MEETING HELD 4TH MAY 2022
It was proposed, seconded and resolved that the Chairman sign these as a correct record.
17 UPDATES
Jubilee – Cllr Start confirmed there was a Jubilee Tea Party held in the Village Hall, with a good attendance.
18 NOTICE BOARD SOUTH THORESBY
Cllr Bailey and a South Thoresby resident had fixed the notice board into the bus shelter. Cllr Bailey submitted his expenses and receipts for the fixings for approval under Financial.
The notice board at Swaby still needs some attention, to be considered at the next meeting.
19 FINANCIAL
It was proposed, seconded and resolved that the following accounts be paid:
Clerks Salary & PAYE (June/July) £261.00
Swaby Village Hall meetings 20/21 £ 87.50
M. Bailey – reimbursement notice board fixings £ 82.32
Zurich Insurance £208.74
20 SOUTH THORESBY ROADS/QUARRY
Roads – the pavement had been pressure washed, which resulted in some lifting of the surface and it has now been re-surfaced.
Quarry LCC is understood to be considering prosecuting re unsheeted loads, LCC is looking at other issues including vehicles leaving without going through wheel wash and operating out of hours. There is still some issue on wording regarding external metalled roads, whether that includes the public highway.
21 VERGES
Cllr Gibson’s report had been circulated to members. He advised the local farmer has tried to leave some longer areas for wildflowers to grow towards the back of the verges.
Discussion on ash trees which appear to be dying. Those on the roadside are the responsibility of Lincolnshire County Council highways, those in hedgerows are the responsibility of land owner. Cllr Gibson confirmed that he would be felling some on his land which were close to highway and suffering from Ash Die Back.
22 ASSET REGISTER AND BENCHES
Members considered the maps attached to the Register which showed the location of various benches. It was agreed that nos 7, 8 & 9 were to be removed from the Parish Council’s list as these were privately owned, leaving 9 benches in total. It was agreed that members review the condition of some of the wooden benches with a view to some repair work to be carried out.
The Asset List to be amended to include the new notice board at South Thoresby fitted in the bus shelter, however the insurance valuation to remain the same.
23 CORRESPONDENCE
LIVES – invite to event 19th July – noted
London Hearts email re: defibrillators – noted
Police email re: priorities – to ask for farm security, rural workshops and vulnerable oil tanks to be included
Lincolnshire Minerals – circulated.
It was agreed that Cllr Start contact the local LIVES representative to invite to the next meeting.
24 PLANNING
There were no applications to consider.
Decision notices:
N14/817/22 – Belleau Trout Farm, change of use barn to 2 holiday lets – conditionally approved (to begin within 4 years; to be in accordance with approved plans, ecological report and flood risk; for holiday use only.)
N163/811/22 – Lyme Cottage, South Thoresby, extension – conditionally approved (to begin within 4 years; to be in accordance with approved plans and external materials to match).
