DRAFT MINUTES OF THE MEETING HELD
9TH NOVEMBER 2022
Present: Cllrs Bailey (Chair); Start; Powis; Millburn; Dransfield; Gibson; Challis.
(Cllrs Gilpin and Young after item 3 on the agenda)

No issues were raised during the public session.
42 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Cooper and Leonard, and these reasons were accepted.
43 DECLARATIONS OF INTEREST
Cllr Bailey declared a personal interest in agenda item relating to South Thoresby Quarry.
44 CO-OPTION
Two persons were interested in two vacancies – 1 in Swaby and 1 in South Thoresby. It was proposed, seconded and resolved that Mr Gilpin be co-opted to fill the Swaby vacancy and Mr Young co-opted to fill the South Thoresby vacancy. Both signed Declarations of Acceptance of Office, which were counter signed by the Clerk as Proper Officer.
45 MINUTES OF THE MEETINGS HELD 7TH SEPTEMBER 2022 AND 27TH OCTOBER 2022
It was resolved that the Chairman sign the minutes of the meeting held 7th September as a true record of that meeting.
Discussion followed regarding the minutes of the meeting held 27th October 2022 and it was resolved that the bulk of Minute 41 be removed, to read: After discussion, which included concerns, it was proposed, seconded and resolved that the Council raise no objection.
46 UPDATES
There were no updates.
47 DEFIBRILLATOR
Cllr Bailey had raised some questions for the meeting held 27th October, which were answered:
Cost – approx £2000 +VAT including installation
Solar powered – not possible
Lamppost mounted –not ideal, better mounted on a building
Consumable costs – approx £125 per annum, with pads and batteries being main expenditure, life of machine approx 10 years.
Contract to maintain – no benefits
Maintenance – require weekly inspection, could contract to third party but at a cost of approx £180 p.a. including VAT
Effective radius – believed approx 1 mile radius, advised that if someone was carrying out CPR then that would benefit whilst a second person was collecting the defib, and extend the useful radius to include South Thoresby, Haugh and Driby
It was confirmed that a fully automatic machine gives clear instructions on when and how to use. It was believed that a machine at Swaby Village Hall would cover all of Swaby with Ketsby and South Ormsby as well as South Thoresby, Haugh and Driby subject to CPR being administered
Effect on a pacemaker – pads go in different places, machine will not allow shock if not necessary.
Discussion on funding followed – Village Hall Committee to consider donation at their next meeting, Swaby Fund could also contribute and South Thoresby fund trustees were not averse to considering contributing.
Cllr Gibson agreed to look at some funding sources, and Clerk to contact ELDC & LCC councillors, South Ormsby Estate and also GBM Waste Management.
Note to be circulated to residents to see if anyone would like to contribute.
Cllr Start agreed to look at the best deals for defibrillators.
It was agreed the Parish Council would collect funds and purchase and add to its insurance.
48 FINANCE
A) Accounts for payment:
It was resolved that the following be paid:
Clerks salary & PAYE (October/November) £261.00
B) Draft budget/precept
This was circulated as a draft for consideration before the decision in January 2023 when the tax base would be known.
It was resolved not to purchase a new notice board for Swaby (Church Lane), and utilise the notice board situated by the War Memorial as well as that by the Village Hall
Amendments to the budget to include Clerks Salary increase and defibrillator annual costs.
49 SOUTH THORESBY QUARRY & ROADS
Cllr Bailey had nothing further to report – the time for appealing against refusal of planning permission had elapsed and the Enforcement Officer was due to re-visit site in the near future.
50 SWABY NOTICE BOARD
As minute 48 (b), it was agreed not to replace the Church Lane notice board.
51 STREET LIGHTS
Cllr Bailey had been approached by a resident asking if the street light near their property could be turned off – Cllr Gilpin indicated he had done a quick survey of residents and no one wished lights to be turned off. It was agreed not to pursue this further.

53 PLANNING
N163/1894/22 – Change use barns Driby Top farm to holiday let – no objection
Decision Notice – N173/1343/22 – Extension and conversion of stable to annex – Meagam House – conditionally approved (to be in accordance with plans; materials to match; annex to be incidental to dwelling use and not occupied independently, let, leased or sold and to be used only by family members of occupiers of main house).
