MINUTES OF THE MEETING HELD

11th January 2023

During the public session Cllr Gilpin gave an update on the position as he saw it regarding defibrillators in the parish.

56           APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Cooper and Dransfield and these were accepted.

57           DECLARATIONS OF INTEREST

                Cllr Bailey declared a personal interest in matters relating to South Thoresby Quarry, Cllrs Gibson and Start gave personal interest in matters relating to donations to Swaby Church and Village Hall.

                It was resolved that the Chairman sign these as a correct record of that meeting.

59           UPDATES FROM THAT MEETING

                 It was noted that the notice board on Church Lane Swaby had been removed.

60           DEFIBRILLATOR

                It was noted that £100 had been pledged from South Ormsby Estate, £300 potentially from ELDC Cllr grant and that the Clerk had submitted a grant application to the National Lottery for £4000 to cover the cost of two defibrillators in the parish.

                The council was informed that South Thoresby now had a defibrillator, purchased through a local benefactor and the Village Fund, with sufficient reserves to cover future consumables and that no input was now required from the Parish Council.  The equipment was due to be installed shortly.

                It was also agreed to look to arranging training session at the Village Hall for South Thoresby residents in the near future, with another for Swaby and surrounds to follow with the Parish Council funding the cost of the hall hire.

                After further discussion is was resolved that should the lottery fund application fail that a defibrillator to be sited on the Village Hall be purchased through other local funds and benefactors, with no input then required from the Parish Council.

61           FINANCIAL         

                a)            Request for donation

                It was resolved that the following donations be made, and that cheques be raised at this meeting to cover:

                It was resolved that the following payments be made:

                Clerks Salary & PAYE (Dec/Jan)                                  £261.00

                It was resolved that the Clerks Salary be linked to LC1 National Scale point 6, backdated to 1st April 2022, being £11.42ph .

                Clerk returned to the meeting.

                d)            Precept/Budget

                After much discussion on increasing the budget/precept requirement it was initially proposed (Cllr Gilpin) and seconded (Cllr Young) that the precept be raised by 4% to £3259.  This proposal was lost 5 – 4.

                It was then proposed (Cllr Start) and seconded (Cllr Gilpin) that the precept be raised by 3% to £3223.90 (rounded to £3224) and it was resolved (unanimous vote) that this be the precept set for 23/24 year.

62           SOUTH THORESBY QUARRY

                Cllr Bailey had received communication from LCC that the Enforcement Officer had considered the current situation and that there would be no further enforcement action taken.  However LCC would be liaising with the Quarry operator on any outstanding matters including regular visits.

                It was suggested by members that a Freedom of Information Act request be made in 12 months time to see how many visits were undertaken, but it was felt this would not achieve anything.  Members thanked Cllr Bailey for all his work in trying to ensure the quarry operators complied with approvals including sheeted loads, and for his work on getting the road cleaned.

63           ARCHER SURVEY

                The Clerk had received a report following an Archer Survey on the A16, and this was noted.  The report showed average speed was 47.4 in a 50 mph limit.

64           CORRESPONDENCE

                LIVES – Request for donation towards defibrillator pads – this was turned down.

                Wolds Guide – no amendments required.

65           PLANNING

                2385/22 – Meagram House Wind Turbine – no objection but would ask that the cable route be 2m away from existing hedge/trees to protect root growth.

66           ANY OTHER MATTERS

                Footpath sign on green lane missing – Cllr Gibson to report

                Bench at South Thoresby warren been removed, presumed this was for repair and return.

                Church Lane, South Thoresby needed road sweeper attendance – Clerk to request.

                Overhanging trees in Swaby – landowner to look at this.

67           DATE OF NEXT MEETING

                This was agreed as 8th March 2023.

 

There being no further business the meeting closed at 8.40pm
