MINUTES OF THE MEETING

HELD 7th SEPTEMBER 2022

During the public session concern was raised at the use of land in Swaby for siting of a caravan and the number of people visiting the site and the use of rifle to shoot in the hedges and trees bordering the site.  Concern was whether more caravans would be sited and the area used as a touring caravan site and the behaviour of some of the land users towards neighbours.  Advice was to report any adverse behaviour and inappropriate use of a rifle to the police and to monitor if any other caravans arrived and if so to advise ELDC Planning.

 

Questions were also asked as to progress concerning the possibility of a defibrillator being sited in the village of Swaby.  Photographs were circulated of a defibrillator being sited on a lamppost (outside of Lincolnshire) and members of the public had identified a suitable lamppost.  Comments raised included the role of the Parish Council and any financial commitment from the Council, particularly for future maintenance; public fundraising and in particular the radius of cover a defibrillator in Swaby would provide.  It was agreed that one of the members of the public would contact LIVES to see if someone would come to a meeting to discuss the effectiveness and radius of a defibrillator sited in Swaby.

 

Members of the public left the meeting.

 

27           APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Challis, Dransfield, Cooper and Millburn, and these were accepted.

                The Clerk also read out letter of resignation from Cllr Mike Daniels.

28           DECLARATIONS OF INTEREST

                Cllr Bailey declared a personal non prejudicial interest in agenda item relating to the quarry.

29           MINUTES OF THE MEETING HELD 6th JULY 2022

                It was resolved that the Chairman sign the minutes as a correct record.

30           UPDATES

                There were none.

31           DEFIBRILLATOR PROGRESS/VILLAGE HALL

                Discussion followed on provision of a defibrillator in both Swaby and South Thoresby, and various measures which could be taken to raise funds.  The Clerk explained how siting of defibrillators had worked in other parishes, with community led fund raising being supported by Parish Councils.

                It was resolved that the Parish Council supported in principle the siting of defibrillators, but would like to know more about their effectiveness and siting in rural locations.

32           FINANCE

                a)            It was resolved that the following accounts be paid:

                                Clerks salary and PAYE (August/September)                         £261.00

                b)            Income/Expenditure to 31st August – this was noted.

33           QUARRY/ROADS SOUTH THORESBY       

                Cllr Bailey updated members on some action around the quarry – the hedge had been cut back giving full width of the road.  He advised that LCC would not be taking any action re unsheeted loads until the 6 month appeal time since the refusal of the quarry operator’s last planning application has expired and that LCC have said that they will review the situation after then.

34           SWABY NOTICE BOARD

                Cllrs Gibson and Start to measure the existing notice board and let the Clerk know dimensions and the Clerk will obtain prices for replacement.

35           CORRESPONDENCE

  • LALC News – in print and circulated 31/8
  • Rural Bulletin – circulated 31/8
  • Invite to LIVES event on 15th September at Lincs Showground
  • Smaller Authorities Audit – e mail asking if smaller councils wished to opt out of current audit procedure (not advised as would need to appoint own external auditor at a cost).  It was agreed that the Parish Council would NOT opt out of the current regime.
  • Email Anglian Water regarding potential for new reservoir (location unknown)
  • Police Newsletter (also to be displayed on notice boards)

36           PLANNING

                No applications or decisions received, Clerk confirmed sending comments regarding application 1343/22 – Extn to Meagram.

37           ANY OTHER MATTERS/ITEMS FOR NEXT AGENDA

                Village Hall quiz to be held shortly.

                Cllr Gibson advised that Swaby Church had recently been subject to a burglary – several antique and unique items had been taken including Priests Chair.
