Minutes of the Ordinary Parish Council Meeting
held 13th March 2024

There were no matters raised in the pubic session.
77 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Cooper and Millburn and these were accepted.
78 DECLARATIONS OF INTEREST
There were no declarations made.
79 MINUTES OF THE MEETING HELD 17TH JANUARY 2024
It was resolved that these be signed by the Chairman as a correct record of that meeting.
80 UPDATES
It had been noted that there was no Officer’s Report against the planning application for change of use on Pado Lane, and it was agreed that the Clerk write to request sight of this.
81 CONTACT LIST – DEFBRILLATOR
Cllr Taylor reported that she would be able to obtain grant funding to cover the cost of setting up a ”VETS” list of contacts in each of the villages of Swaby and South Thoresby who would be able to help someone in an emergency with accessing a defibrillator. It would be 1 number given out to residents in each village who, if needed, could ring that number and a resident on the list of responders for that village would be able to assist. It was agreed not to pursue this for South Thoresby but to do so for Swaby but not to pursue the 1 number – 3 options type of offer, but to restrict the use to defibrillator matters only. The cost of this would be £45 initial setup and £100 per year. .
Discussion also followed on the benefits of a further training session on the use of a defibrillator, and the fact that a paramedic living in the area had offered to provide a free first aid training session in the Village Hall.
After further discussion it was agreed that Cllr Taylor apply for the funding for the VETS 1 system at £45 initial set up and £100 annual, for two years, together with funding to cover a further defibrillator training session at a cost of £175 – total grant of £420.
81 FINANCIAL
Accounts for payment:
Clerks salary & PAYE (February & March) £296.92
Clerks expenses (1st April – 31st March) £ 20.90
Swaby Village Hall meeting room hire £ 87.50
It was resolved that these be paid by BACS.
Clerk also advised that LALC subscription was due in April, and as the Council would not be meeting until May, requested approval to pay LALC subs in April
LALC subscription £ 98.28
It was resolved that the Clerk pay the subscription after 1st April by BACS
82 CORRESPONDENCE
Clerks and Council’s Direct (circulated)
E mail from resident asking if a speed camera would be useful on the A16. It was agreed that the Clerk respond explaining the results of the speed assessment survey recently carried out by Highways in conjunction with Lincolnshire Road Safety Partnership, and respond along the same lines as Cllr Powis had to a similar request.
83 GRIMSBY TO WALPOLE OVERHEAD LINES
Cllrs Gilpin and Bailey had attended a recent meeting held for local Parish Councils in the Corn Exchange, Alford, and Cllr Bailey had circulated his report following that meeting.
Although the cut off date set by National Grid for responses to initial consultation had expired, it was felt it was still worthwhile sending a letter of objection to National Grid, as well as to LCC, ELDC and the local MPs.
It was therefore resolved that the Clerk let members have sight of other Parish Councils’ objections and a suitable letter be forwarded following feedback from councillors.
Members had been sent a copy of the response by Well Parish Meeting, which they found informative.
84 FOOTPATHS
It was resolved that the Clerk write to the Footpaths Officer to ascertain what, if any, action could be taken to ensure that the footpath running across land adjacent to Pado Lane could be accessed easily at both ends and along its route.
85 LITTER PICKS
It was agreed that the annual litter picks would take place:
South Thoresby – Tuesday 9th April – 6pm – meet at the Bus Shelter
Swaby - ~Wednesday 10th April – 6pm – meet at the Village Hall.
Clerk to ask ELDC for bags to be delivered to Cllr Bailey, and to advise of dates and locations for bags of litter to be collected.
96 PLANNING
Application 233/24 – change of use Belleau Fishing Lake from private to commercial – no observations.
97 ANY OTHER MATTER GENERAL DISCUSSION
Cllr Start advised that the Village Hall Committee were applying for funding for repairs to roof; repointing; new internal floor, rainwater goods, signs and resurfacing of car park, and the grant provider needed confirmation that the owner of the building was aware and gave consent. It was therefore agreed that the Parish Council agree to the application, and Cllr Start would send quotations and specifications to the Clerk for the Council’s records.
Cllr Young enquired about ownership of the bench on the verge outside the South Thoresby Church, Clerk to check Asset List and advise.
98 NEXT MEETING
To be the Annual Parish Meeting (7pm) followed by the Annual Council Meeting (immediately afterwards) and then, for Swaby Councillors, the Annual General Meeting Swaby Fund.
This was set at 15th May 2024.
