Minutes of the Ordinary Parish Council Meeting
held 17th January 2024

65 APOLOGIES
Apologies and valid reasons for absence were received from Cllr Cooper and these were accepted.
66 DECLARATIONS OF INTEREST
Cllr Start declared a personal interest in agenda item 8a (grant Village Hall) and Cllr Gibson declared a personal interest in agenda item 8a (grant – Swaby church)
67 CO-OPTION
There were three candidates for two vacancies, and the Clerk outlined the voting procedure.
The Chairman invited candidates to come forward and tell the Council a little about themselves.
The first candidate (Nic Hanson) gave a brief introduction to himself and his career prior to retirement, but then withdrew his application and left the meeting.
Donna Wright and Morag Taylor then gave brief introductions to themselves and their interests in the village before the Council voted on co-option.
It was then proposed, seconded and resolved (one absention) that Donna Wright and Morag Taylor be co-opted onto the Council to represent the vacant seats for Swaby.
68 DECLARATION OF ACCEPTANCE OF OFFICE
The two co-optees each signed their declaration of acceptance of office, which was countersigned by the Clerk. Localism Forms were handed out for completion.
69 MINUTES OF THE MEETINGS HELD 15TH NOVEMBER 2023 and 13th DECEMBER 2023
It was resolved that the Chairman sign those minutes as a correct record of the meetings, with amendments to include Cllr Powis’s apologies sent for the 13th December meeting, a typing error on the second page of those minutes to amend “there was reservations…” to “there were…” and inclusion of Thoresby in minute 60 of 15th November to read “South Thoresby and Haugh area”.
70 UPDATES
There was just one update in that the application for stables Pado Lane had been approved. It was noted that there were no Officer’s Notes on the ELDC website.
71 CONTACT LIST – DEFIB
Cllr Gilpin explained the VETs system – one number which would be made public for anyone needing to utilise the defibrillator whilst waiting for emergency services. This one number would then automatically contact the numbers on the list until a response was received by someone who could assist. This would not replace the need to dial 999, but would be useful for anyone alone who could not access the defib themselves and could potentially be used by the 999 operator to get assistance. It could also be a useful tool for other non emergency requirements. Cllr Gilpin to look further into how it will work and the benefits, the implications for Data Protection and any funding that may be available. To report back to next meeting.
72 FINANCE
a) Grant applications:
Applications had been received from Swaby Village Hall, South Thoresby Church and Swaby Church for their annual grants. Cllr Wright declared a personal interest as a member of the Village Hall Committee and Cllr Young declared a personal interest as Treasurer of Swaby Church. (Cllrs Start and Gibson having declared at agenda item 66). It was proposed, seconded and resolved that grants be made and paid at item b) of:
Village Hall - £150
South Thoresby church - £135
Swaby Church - £165
All as budgeted for.
b) Accounts for payment:
It was proposed, seconded and resolved that the following accounts be paid:
Clerks salary & PAYE (Dec/Jan) £296.92
Village Hall grant £150.00
(to be paid by BACS)
South Thoresby Church £135.00
Swaby Church £165.00
(to be paid by cheques)
c) Funding for First Aid Course
Cllr Gilpin had raised this earlier under item 71, when it was agreed that it not be pursued further due to not receiving a favourable response to his initial discussions with residents.
d) Precept/Budget
Discussion followed on the various items on the proposed budget, and it was proposed, seconded and resolved that the grants to the Village Hall and the two churches be increased by 10%, meaning the Village Hall grant will increase to £165 and the funds available to the churches will increase to £332 (£182 Swaby and £150 South Thoresby). It was also proposed, seconded and resolved to increase the precept request by 4% to £3430.
73 CORRESPONDENCE
The Clerk read out a letter of thanks for the defibrillator, including all those who made a contribution.
Lincolnshire Wolds Leaflet – to delete reference to Tea Room in Swaby.
Email from Matthew Davy LCC regarding some works to the Warren – resurfacing of paths and thinning of woodland.
Clerk asked if members were aware of the proposal by National Grid to install 400,000 volt pylon route between the Wolds and the Sea. She advised there was a consultation event at the Corn Exchange on Saturday 10th February between 11 and 4. To be discussed on next agenda
74 PLANNING
There were no applications.
Decisions:
1498/23 – opp Springlea Pado Lane – change use to agriculture and keeping of horses and erect stables – conditionally approved (to be in accordance with plans; no external lighting other than on stable frontage; manure to be stored in trailer and removed off site; no burning of waste or manure, no business use; no engineering ground works).
1917/23 – Post Box Cottage – Extension – conditionally approved (to be in accordance with plans; material to match).
2176/23 – Extension to garage – The Hollies – conditionally approved (to be in accordance with plans)
75 ANY OTHER GENERAL MATTERS OR ITEMS NEXT AGENDA
Flooding of the road South Thoresby – Aby from the flooded quarry was noted .
