Minutes of the Ordinary Parish Council Meeting
held 15th November 2023

There was nothing raised in the public session.
54 APOLOGIES
Apologies and valid reasons for absence were received from Cllr Start, and these were accepted.
55 DECLARATIONS OF INTEREST
There were none.
56 MINUTES OF THE MEETING HELD 13TH SEPTEMBER AND THE EXTRA MEETING HELD 18TH OCTOBER
It was resolved that the Chairman sign these as a correct record of those meetings.
57 UPDATES
Minute 44 – Swaby Fund monies to be shown on Audit as “Trustee” funds.
58 FINANCE
A) Accounts for payment
It was resolved that the following accounts be paid by BACS:
Clerks salary & PAYE (October/November) £296.92
LALC (Cllr Gilpin Planning training) £ 30.00
B) Income/expenditure to date – 30th September – this was noted.
C) Consider Parish Council fund First Aid Course
Cllr Gilpin had spoken with organisers who would run a First Aid Course at the Village Hall at a cost of £250, for three hours. It was agreed that the Parish Council could subsidise such a course, and suggestions were made at what a reasonable charge would be to attendees and how many were likely to attend. He had initially spoken to a few people who felt £25 each was too much, and members of the Council considered either a £10 or £15 charge would be more affordable. It was agreed that Cllr Gilpin would look at designing a poster and circulate to invite interest from the community at, initially a £10 charge with the Parish Council subsidising any shortfall.
D) Budget 24/25 – Draft budget was circulated and initial thoughts considered. Members to come back to January meeting with final ideas in order to set the budget and precept for 214/25 year.
59 CORRESPONDENCE
A letter had been received from someone about the stables planning application on Pado Lane. This was noted.
60 FOOTPATHS IN THE PARISH
A footpath map was circulated to members taken from LCC website and the position of footpaths in Swaby was noted. The map did not cover all the paths in South and Haugh area.
61 FACILITY REVIEW
ELDC Local Plan team were looking at facilities in Swaby and South Thoresby with a view to updating the Local Plan. The facilities mentioned included shops/employment/schools/ public houses/ doctors/dentists etc. It was agreed to mention the agricultural employment , the weekly bus service and the graveyards in each parish.
61 PLANNING
Application for a garage extension at The Hollies – no observations
Decision Notice – 1877/23 for extension to The Cottage – conditionally approved (to be in accordance with plans, materials to match)
It was noted that the description for the development on Pado Lane for stables had been amended but that no new items had been placed on the ELDC website re the application save a sheet of paper containing observations believed to be from the Applicant’s agent.
Cllr Gilpin gave a brief outline of the planning course he had recently attended.
63 ANY OTHER MATTERS/NEXT AGENDA
There were no general matters raised.
