MINUTES OF THE MEETING HELD
5th January 2022

51 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Cooper, Challis & Dransfield and the reasons were accepted.
52 DECLARATIONS OF INTEREST
Cllr Bailey declared a personal interest in item relating to the Quarry as he lived nearby.
53 MINUTES OF THE MEETING HELD 3rd NOVEMBER 2021
It was resolved that the Chairman sign the minutes of the meeting held 3rd November 2021 as a correct record.
54. UPDATES
The Clerk confirmed she had sent off the N S & I account mandate changes for the Swaby Fund, following the last meeting.
55 FINANCE
a) Accounts for payment – it was resolved that the following accounts be paid:
Clerks salary & PAYE (December/January) £254.00
b) Budget and precept 2022 / 2023 –
It was resolved that the Clerks salary be increased to £10.04 per hour being the current rate for the pay scale (increase budget head to £1566).
Discussion followed on the defibrillator – Cllr Start advised the Village Hall had not met to discuss this further. It was agreed to keep £200 in the budget figure towards the cost, meeting any additional donation from reserves.
It was resolved that the precept be increased to £3130 for the year 2022 / 2023.
56 QUARRY
Cllr Bailey updated members – Lincolnshire County Council had issued a Breach of Condition Notice but did not appear to have taken further steps to ensure compliance. Cllr Bailey had met with Area Highways Officers with a list of items but officers advised LCC had no funding and were primarily concerned with the metalled highway, not the state of the verges and footpaths and would only take action if there was a hazard. Two “slippery road” signs had been erected near the quarry, LCC Officers were not aware of these. They agreed to write to the Quarry Operators requesting them to keep the road and the gullies through the verges clear and to cut back vegetation. It was also noted that a speed limit sign had disappeared.
57 NOTICE BOARD, SOUTH THORESBY
After discussion on the quotes received for an oak notice board and an aluminium one, it was resolved that the Council purchase a two bay aluminium board with 2 posts at a cost of £620. Cllr Bailey to check colour options and liaise with Clerk to order. Delivery costs were unknown at this stage.

4th May 2022 – Annual Public Meeting at 7pm followed by Annual Council meeting immediately afterwards.
