MINUTES OF THE MEETING HELD
8th SEPTEMBER 2021

25 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Dransfield, Millburn and Powis, and these were accepted.
26 DECLARATIONS OF INTEREST
Cllr Bailey declared a personal interest in agenda item dealing with the Quarry as he lived nearby.
27 MINUTES OF THE MEETING HELD 7th JULY 2021
It was proposed, seconded and resolved that these be signed by the Chairman as a correct record.
28 UPDATES
Minute 23 – the Clerk had written to LCC Highways regarding the hedge overgrowing the pavement, but received no response. Cllr Gibson reported that he had also reported it via “Fix My Street” and was advised that it would not be cut until after 1st September. He reported that it had now been cut back but did not know who had actually done it. Discussion followed with Cllr Marfleet on the merits of “Fix My Street” which apparently monitors and logs responses from authorities, though this system cannot be used for definitive footpaths or bridleways.
Cllr Marfleet then discussed the issues and problems of vehicles leaving the quarry unsheeted and the overgrown hedge which forces vehicles across the road and agreed to keep in contact with Cllr Bailey to monitor the situation. The area was to be included in the LCC officer “ward walk”.
Cllr Marfleet then left the meeting.
29 FINANCE
a) Accounts for payment:
It was proposed, seconded and resolved that the following be paid:
Clerks salary & PAYE (August & September) £254.00
b) Income/expenditure to date:
This was circulated and noted.
30 QUARRY UPDATE
Cllr Bailey reported that LCC had served Breach of Condition notices on the operators of the quarry. Some lorries were still leaving the site unsheeted. To be an ongoing agenda item.
31 SOUTH THORESBY NOTICE BOARD
There was still no further progress, originally the hold up was a shortage of cork, but now a shortage of labour was the issue. It was felt that the board needed renewal as it is in a potentially dangerous state, and the Council agreed to look at further options for a new board and the Clerk was asked to terminate the order placed with C M Nicholls of Ketsby.
32 SPECIES SURVEY
Cllr Gibson had still not received the details.
33 VILLAGE HALL – ACCESS SWABY FUND
Swaby Village Hall committee had contacted the Parish Council to ask about accessing the Swaby Fund to fund a village post Covid event. It was agreed this was a decision for the new Trustees of the Fund. The Trustees are now Cllrs Start; Daniels and Gibson. The necessary form has been sent to NS&I to change account details for the Fund’s NS&I account, and the Fund’s Lloyds account has been closed and the funds realised have been paid into the Fund’s NS&I account.
34 DEFIBRILLATOR
Swaby Village Hall committee were looking to install a defibrillator outside the Village Hall and asked if the Parish Council would consider sharing the costs. The Village Hall committee to come back with some prices and options for maintenance and it was proposed, seconded and resolved to share costs in principle.
35 CORRESPONDENCE
- Email (circulated) re: South Ormsby planning proposals, no application received to date.
- Police news update (circulated)
- Information on speed signs (agreed not to follow up)
- Email request for family history – Cllr Gibson may be able to assist

There were no applications or decisions to note.
