MINUTES OF THE ORDINARY COUNCIL MEETING

HELD 16TH SEPTEMBER 2026

There were no issues raised by the public

 

28          APOLOGIES

                Apologies and valid reasons were received from Cllr Millburn and these were accepted.

29          DECLARATIONS OF INTEREST

                Cllr Bailey declared a personal interest in the item on the quarry as a nearby resident.

30          MINUTES OF THE MEETING HELD 15th JUL 2026

                It was resolved that these be signed by the Chairman as a correct record.

31          UPDATES

  • Risk Assessment for Litter Picks had been circulated and accepted
  • War Memorial had been tidied
  • 2 new name plates erected for North Lane and Pinfold Lane
  • Chairman asking LCC/ELDC to look again at Calceby Way sign.
  • Chairman had submitted response to National Grid Haul Road proposal.
  • Litter pick posters displayed.

32          FINANCE

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (Aug/Sept)                                                        £350.16

                It was also resolved to purchase 2 wreaths for Remembrance Day

33          CORRESPONDENCE

                There was none

34          SPEED RESTRICTION REQUEST

                A request had been received from a resident to have the speed limit reduced along White Pit Way. Discussion following, including noting a current 30mph through South Ormsby where there were no properties (Clerk to check if this is a permanent limit).  It was noted that part of the A16 had originally  had a speed limit of 30mph (due to the presence of street lights without any indication of any other speed limit) but that speed limit had not been enforced and when this was pointed out to LCC they determined to impose a speed limit of  50mph in 2017 to include the length of the A16 that is lit by street lights and an additional length of the A16 as now.  It was then resolved that

                a) the Parish Council cannot support the request to pursue a reduction in the 50mph speed limit on the A16 itself because it is believed that LCC’s criteria for speed limits would not allow such a reduction;

b)the Parish Council will request LCC to impose a 30mph speed limit on the road to which the Swaby Village Hall fronts and that part of Pinfold Lane between the A16 and the last of the houses fronting to Pinfold Lane (before Pinfold Lane is fronted each side by fields) and that the Clerk should so write to LCC Highways .

 

                Concern was also raised at a vehicle parked across the footpath in Swaby, restricting access to walkers.  This to be reported once details sent to the Clerk.

35          BENCH REPAIRS

                Quotations had been received for the repair of two benches.  It was unclear as to whether the quote covered both benches –

                Refurbishment and fit wedges at ends £345.00

                Replace all wood, fit wedges to ends £470.00

 

                The Chairman volunteered to obtain clarification.

                It was agreed that the notice board be left a little longer

                Condition of the bench outside church in South Thoresby was raised, and Cllr Dransfield and the Chairman volunteered to look at this and stain with suitable waterproof material.

36          QUARRY

                Cllr Bailey advised that the quarry was being used for motor racing sports purposes and this was permitted for 14 days per year without the need for planning permission.

                It was understood that the extraction of chalk was drawing to a close.

37          PLANNING

                There were no applications.

                Decision – 1080/26 – Extension and double garage Lindum Cottage.  Conditionally approved, to be in accordance with submitted plans and traffic management plan.

                It was noted that 1st October would be the last planning committee, with all applications being dealt with by officers after that date unless contentious in which case the decision would be made by the chief planning officer and the chairman of the planning committee with the chief planning officer having the final say if he/she and the chairman of the planning committee did not agree. The Parish Council was appalled to hear this.

38          ANY OTHER MATTERS

                The Local Government reorganisation proposals had been postponed, and District elections will be held as normal in May 2027, along with Parish Council elections.

39          AMENDMENT TO NOVEMBER MEETING DATE

                After discussion it was resolved that the November meeting date be moved from 11th November to 18th November.  (Two members sent early apologies)

40          CONFIRMATION DATE NEXT MEETING

                18th November 2026 at 7pm.
