MINUTES OF THE ORDINARY COUNCIL MEETING HELD

11th September 2024

Present:  Cllrs, Gilpin (Chair),  Millburn, Taylor, Wright, Dransfield, Young and Gibson.

There were no matters raised during the public session.

 

29          APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Cooper, Powis, Start and Bailey and these were accepted.

                (Cllr Grist (ELDC) also forwarded his apologies)

30          DECLARATIONS OF INTEREST

                There were none declared.

31          MINUTES OF THE MEETING HELD 17TH JULY 2024

                It was resolved that the Chairman sign the minutes of that meeting as a correct record.

32          UPDATES FROM THAT MEETING

                The Chairman reported that Cllr Marfleet had been in touch with him and confirmed support for the Village Hall grant application.  Cllr Wright then informed the meeting that the grant had been approved, for repairs to roof and gutters, painting frontage and new signage.  It had been agreed by the Clerk that the Council’s website be included as contact on the Village Hall notice board, and a contact name and number would be clear on the home page as well as on the Village Hall’s page on the site. 

                The Clerk confirmed having applied for a dog bin on Pinfold Lane close to the path to High Barn.  Cllr Taylor noted that there was a problem in that area with dog fouling.  Clerk to contact ELDC further.

33          VETS SCHEME

                Cllr Taylor was applying to have the scheme set up and would be the scheme’s co-ordinator.  She had also secured a volunteer to do some training on this and on CPR at the village hall. 

                It was agreed that a mail shot flier would be useful to distribute to residents telling them of the scheme and asking if anyone wished to volunteer.

34          BENCH, SOUTH THORESBY CHURCH      

                Louth Men’s Shed had submitted a quote for repairs to the bench with oak planks at £295.  The clerk had also obtained quotes for new recycled material benches from MMB (who supply many councils) at £310 for a 2 seater standard bench.

It was decided to obtain a further quote from the company which originally made the bench.

35          FINANCE

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (Aug/Sept)                                                                        £322.82

                It was also resolved that the Clerk be authorised to pay the invoice for setting up the VETS scheme once received, which should be in the region of £145.

36          LITTER PICKS

                It was agreed that a further litter pick be organised for Saturday afternoon 12th October 2024.

                It was agreed that this should be added to the flier (minute 33), together with a note regarding dog fouling.

37          CORRESPONDENCE

                E mail from Campaign for disposal of Lithium Batteries – it was agreed to support the campaign for safer disposal by email support only.

38          PLANNING

                Vine Inn – Change of use from B & B to dwelling

                After discussion when members expressed disappointment at the loss of a business, it was resolved that no comment be made.

                The Clerk confirmed the response to the Eastern Green Link Scoping Opinion had been sent.

39          ANY OTHER MATTERS

                A request for a further dog bin in the Warren at the north east end had been made, Clerk to contact LCC Countryside.

                The notice board in Swaby near the War Memorial was in need of some attention.

                Clerk to add “Driby” to description on the web site, and amend a spelling error.

                Discussion on recent burglaries in the area and the lack of ANPR camera along the A16.  It was agreed this be an item on the next agenda.  (It was further suggested that Cllr Wright ask the police officer she had spoken to about this to attend the next meeting).

                The Energy Advice Van would be making a return visit to the Village Hall on 13th November.
