MINUTES OF THE ORDINARY COUNCIL MEETING HELD
13th November 2024
Present: Cllrs, Gilpin (Chair), Millburn, Taylor, Wright, Dransfield, Young, Start, Powis, Bailey and Gibson.

There were no matters raised during the public session.
41 APOLOGIES
Apologies and valid reasons for absence were received from Cllr Cooper and these were accepted.
42 DECLARATIONS OF INTEREST
There were none.
43 MINUTES OF THE MEETING HELD 11TH SEPTEMBER 2024
With one correction to date the Energy van was due to visit the Village Hall (30th, not 13th) it was resolved that the minutes be signed by the Chairman as a correct record.
44 UPDATES
Minute 33 & 36 – Litter pick and fliers – fliers distributed – litter pick successful – 8 bags South Thoresby and 5 bags from Swaby area.
Minute 39 – Notice Board, Swaby – the Chairman has undertaken minor repairs.
45 VETS SCHEME
Cllr Taylor updated members, she was having difficulties getting hard copies of agreements, however these had arrived the day of the meeting. She would send an update for the next meeting. Payment was due for the setting up of the system, of £45. It was resolved that authorisation be given to the Clerk to pay by BACs upon receipt of invoice.
46 BENCH – SOUTH THORESBY CHURCH
It was resolved that the Clerk approach Louth Mens Shed to carry out repairs following their quote of £295.
47 DOG BIN, PINFOLD LANE
It was resolved that the Council purchase a standard dog waste bin at a cost of £115.68, exc fittings. There is an existing pole to fix to, and the Clerk will order suitable fixings for a pole. Delivery to Cllr Young, who volunteered to fix it in position.
48 FINANCIAL
a) Accounts for payment: It was resolved that the following be paid:
Clerks salary & PAYE (October/November) £322.82
b) Income/Expenditure to 30th September:
This was included in the proposed budget sheet and noted.
c) Initial budget/precept
Members to consider any additional requirements to the budget ready for final decision in January when Tax Base would be known. Cllr Young agreed to survey assets to see if there was any budget provision for repairs/replacement needed.
49 ANPR CAMERA
Cllr Wright had asked police officer responsible to attend, but he was unable to attend at this time. To be deferred for a future meeting.
50 CORRESPONDENCE
Teams meeting – Police Liaison – Cllrs Wright and Young volunteered to log on.
Survey on councillors attending meetings remotely – it was noted but felt it would be cost prohibitive at this time as the Council did not have its own equipment and the hall did not have wifi.
51 PLANNING
There were no applications or decisions.
52 ANY OTHER MATTERS
The Council wished to record its appreciation to those who keep the war memorial looking good, particularly for the recent Remembrance Sunday. It was agreed, for a future meeting, to purchase 2 wreathes for 2025 Remembrance.
Clerk to contact Footpaths Officer for an update on the footpath across the field which is blocked at its exit.
Condition of road in South Thoresby has been reported via Fix My Street.
53 DATE OF NEXT MEETING
This was agreed as 15th January 2025.
There being no further business the meeting closed at 7.55pm
