SWABY GROUP PARISH COUNCIL

MINUTES OF THE MEETING HELD

12th AUGUST 2020

 

Present:  Cllrs Bailey (Chair); Gibson; Challis (part); Powis.

 

1.            APOLOGIES

                Apologies were received from Cllrs Start; Leonard; Cooper; Millburn, and these were accepted.

2.            DECLARATIONS OF INTEREST

                There were no declarations.

3.            MINUTES OF THE MEETING HELD 4TH MARCH 2020

                It was resolved that the Chairman sign the minutes of the meeting held 4th March 2020 as a correct record.

4.            UPDATES

  • Cllr Bailey had spoken to Nicholls Joinery regarding the new notice board for South Thoresby and the discussed the lead top.  Work will proceed shortly.
  • Payments made since the last meeting were:
    • Insurance £212.05
    • LALC Subs £136.64
  • The planned litter pick for April did not go ahead due to Covid-19; but many residents had been picking up litter.
  • ELDC would no longer supply litter pickers, but had some they wished to dispose of subject to a signed disclaimer.  Cllr Bailey signed the disclaimer and would request some pickers if any were still available.

5.            WAR MEMORIAL AREA

                It was agreed that the volunteers who looked after the area around the memorial could trim back the bushes, Cllr Gibson would inform them.

6.            ACCOUNTS

                a)  Accounts for payment:

                It was resolved that the following accounts be paid:

                Clerks Salary (April/May/June/July/August)          £508.00

                PAYE                                                                                      £127.00

                Internal Auditor                                                                £  30.00

                Cllr Bailey signed, Clerk to contact Cllr Dransfield for second signature.

                b) Audit Papers:

(i)  Exemption Certificate – it was resolved that the Chairman sign the Exemption Certificate from full audit as the council’s income/expenditure was below £25,000.

(ii) Governance Statement – it was resolved that the Chairman sign the Governance Statement

(iii)  Statement of Accounts – It was resolved that the Chairman sign the statement of accounts.

7.            ANY OTHER MATTERS/ITEMS FOR NEXT AGENDA

  • Cllr Bailey had been asked if the Parish Council would see if anything could be done to make the A16 and junctions in the area safer following several accidents.  It was agreed to write to LCC in the first instance to see what could be done.
  • Verge Cutting – concerns had been raised regarding the frequency of verge cutting by local farmers and the resulting lack of wildflowers.  Cllr Gibson to see if he could obtain “Best practice” – next meeting.
  • Quarry, South Thoresby – it appears that some vehicles were crossing the area between the wheel wash and the gate to the quarry, resulting in dust and chalk being deposited beyond the wheel wash area and then affecting the roadway and surrounding area.  Cllr Bailey to try and obtain a copy of the approval for the wheel wash – next meeting.
  • Overgrown hedge obstructing pavement – Clerk to write to LCC.
