MINUTES OF THE MEETING HELD

14th OCTOBER 2020

 

Present: Cllrs Bailey (Chair); Powis; Millburn; Dransfield; Gibson

Mrs J. Cooper (Parish Clerk)

The meeting was held in accordance with Covid-19 recommendations – members were seated distanced and masks were worn.  Hand sanitisers were available and used.

 

9.            APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Cooper. Start and Challis             and these were accepted. 

10.          DECLARATIONS ON INTEREST

                Cllr Bailey declared a personal interest in the item regarding the Quarry and the road as he lived in the area.

11.          MINUTES OF THE MEETING HELD 12th AUGUST 2020

                It was resolved that the Chairman sign these as a correct record of that meeting.

12.          UPDATE

                Notice Board – Cllr Bailey to chase contractors.

                War Memorial area – this had been tidied.

                Litter pickers – Cllr Bailey had asked ELDC for 8 pickers and associated items.

13.          FINANCE

                It was resolved that the following accounts be paid:

                Clerks salary (September/October)                          £203.20

                It was resolved that the following policies be adopted without amendment:

15           VERGE CUTTING – LENGTH AND FREQUENCY

                Concerns had been raised at the cutting of verges by local farmers which made the growing of wildflowers on the verges difficult.  Cllr Gibson has spoken to the Wildlife Trust who confirmed the need to ask for verges to be left longer and not cut so frequently.  LCC cut their verges for road safety reasons.  Cllr Gibson agreed to speak to local farm manager to see if a reduction in cutting could be considered.

16           QUARRY

                Discussion on the effectiveness of the wheel wash with regard to its positioning within the site. Due to a one way system vehicles were now crossing in front of the wheel wash and depositing dirt onto the internal road, which was then crossed again after the vehicle had gone through the wash.  This resulted in dirt/chalk/mud from the one way system road being taken onto the public highway. The Council had asked Lincolnshire County Council for copies of documents relating to the approval of the wheel wash in order to assess if conditions were being adhered to, these were yet to be received.  LCC officer had asked the Enforcement / Monitoring officer to do a site visit.

                As a separate item it was noted the hedges and bushes on the quarry boundary were now overgrowing and restricting the width of the road, Clerk to report.

 

17           ANY OTHER MATTERS

                N173/1289/20 – Mycot, White Pit Way – Erection of a shed (retrospective) – approved (to be in accordance with plans)

                LCC bridleway at Haugh – blocked with blackthorn growth, Clerk to report.

                Street light, Pado Lane – on all the time (Clerk to report)

There being no further business the meeting closed at 7.55pm
