MINUTES OF THE ORDINARY MEETING
HELD 12TH NOVEMBER 2025

48 APOLOGIES
Apologies and valid reasons for absence were received from Cllr Hanson and Cllr Cooper and these were accepted.
49 DECLARATIONS OF INTEREST
There were none.
50 MINUTES OF THE MEETING HELD 17TH SEPTEMBER 2025
It was resolved that the Chairman sign these as a correct record.
51 UPDATES
The dot gov email address for the Parish Council has been set up.
Thanks sent to the Parish Council for the provision of Remembrance Day wreaths
The repaired bench looks neat
52 REPORTS FROM OUTSIDE BODIES
There were none
53 ANY FURTHER COMMENTS FOLLOWING PUBLIC MEETING ON NET ZERO PROPOSALS.
Member of the public asked if Burwell could be included in the Swaby Group Parish Council as they will have similar issues to Swaby in regards to additional heavy traffic through the village. This is something which will need to be fully considered, with implications being attracting further Councillors to stand and that Burwell residents would be subject to precepting costs as well as other legal considerations.
54 FINANCE
a) Accounts for payment:
It was resolved that the following accounts be paid:
Clerks salary & PAYE (October/November) £339.32
Louth Mens Shed (bench Old School House) £210.00
Royal British Legion (2 x wreaths) £ 40.00
b) Initial budget/precept
This was discussed and it was suggested that the Council ought to consider adding £250 should it decide to go for dot gov emails for each councillor and increasing miscellaneous by £25 to £50 to cover for S137 expenditure (wreaths).
To be finalised at the next meeting.
55 CORRESPONDENCE
There was none
56 LITTER PICK
This had been successful. It was agreed to look at dates of these events earlier to allow more publicity.
57 QUARRY
Information had been sent to the LCC enforcement officer which came from a report done by LCC and which stated that “unsheeted vehicles” includes trailers towed by tractors. Awaiting response.
The LCC enforcement officer had confirmed that the pipes and other structural items stored at the quarry were temporary. Cllr Bailey confirmed that the pipes had gone.
58 IT POLICY
With some amendments (typing errors and need to be consistent in Swaby Parish Council capitalisation), and agreement that it will be reviewed annually in May with other policies, it was agreed to adopt the policy.
59 PLANNING
There were no applications or decisions to note.
60 ANY OTHER GENERAL MATTERS/ITEMS NEXT AGENDA
Village name signs – Clerk to report to LCC as South Thoresby signs in particular were dirty and no longer reflective.
Calceby Way sign has been damaged – Clerk to report
Calceby beck – the dyke needs digging out as the level of the bottom of the dyke is higher than the outfall pipe under the road. Clerk to report.

This was set at 14th January 2025 (next two being 11th March and 13th May)
There being no further business the meeting closed at 8.20pm
